Why couldn't the Kobolds in Number 1 get along with the Bufkin?
In the beginning of the series, the Bufkin, a talking Frog, can talk to animals and other intelligent beings without difficulty.
The Bufkin had obviously known the Kobolds.
The Bufkin understood that the Kobolds didn't want to be near the
horses, but was forced to "make peace" and get along.
There must be dozens of Kobolds in number 1. Why didn't they all get along with Bufkin?
The fact that the Bufkin knew how to talk to the Kobolds and that they didn't try to hurt the other animals is what made it easy for them to get along with the Bufkin.
The Kobolds were known to torture and kill most animals, mostly for the fun of it. The fact that they knew the Bufkin and that the Bufkin wasn't able to harm them meant they couldn't do anything to them.
This was true for the other animals as well. They all got along with the Bufkin because the Bufkin, while powerful, didn't try to hurt the others. There was even a scene where the Bufkin was not only powerful, but also able to help the other animals:
